This report presents a national evaluation of Teen Parent Units (TPUs). TPUs are education services, usually connected to a secondary school, that provide education for school students who have had to leave mainstream education because they were pregnant or had given birth.
"Teenage parents have been identified as a category of secondary students who may experience difficulties accessing education and who may be at risk of educational failure … the loss of education, especially at this point in their lives, has implications for the future of the students’ children as well as the students themselves". (Education circular 2004/01: Teen Parent Units attached to secondary schools )
The Ministry of Education currently funds 17 TPUs in New Zealand. Fifteen of these are located in the North Island and two in the South Island.
ERO evaluated the following three areas: the quality of curriculum provision; the quality of governance and management; and the quality of health and safety provision.
